The fire risk assessment is a legal requirement and as the responsible person it is your responsibility to ensure that a suitable and sufficient fire risk assessment is carried out. This requirement extends to communal areas of blocks of flats and even the external walls systems/cladding on your building.

Since the introduction of the Regulatory Reform (fire safety) Order 2005 it is a legal requirement for fire risk assessments to be carried out in businesses, organisations and properties sharing communal areas. This will involve a physical inspection of the building to determine the adequacy of the existing fire precautions and if applicable the need for any additional measures. It will also include fire safety management in the organisation and consideration of any additional reporting that maybe required.
This is a non-destructive survey. We will require the details of the Responsible person for the purposes of the report and all supportive fire safety documentation
including (where applicable):
- Testing/maintenance/training records
- Any installation/commissioning records
- Fire incident history

The person who has control over the premises is classed as the ‘responsible person’ and they have the responsibility for ensuring a Fire Risk Assessments is completed. The responsible person may be an employer, a business owner or a managing agent.
Fire Risk Assessment Types
What type of fire risk assessment do I need ?
A Type 1 fire risk assessment is the basic fire risk assessment required for the purpose of satisfying the Fire Safety Order. Unless the fire risk assessor has reason to expect serious deficiencies in passive fire protection, a Type 1 inspection should be sufficient for most residential premises.
The assessment of the building is non-intrusive, but even this basic fire risk assessment includes examination of at least a sample of flat front doors and above ceiling tiles if present, since these areas are critical to protection of the escape routes, communal areas and provide protection for service users.
A Type 2 fire risk assessment is like a Type 1 fire risk assessment, as it relates to the protection of the common areas, however the Type 2 inspection involves a sample of intrusive exposure, usually this means the contractor has to break into construction and make good after the inspection. The intrusive inspection may involve inspection within vacant flats to check the integrity of the separating walls that protects the common parts and escape routes.
This type of assessment would be carried out only if there is good reason to suspect serious structural deficiencies that could lead to spread of fire beyond the flat or fire compartment of fire origin. This should be highlighted by the fire risk assessor. Basically this is a type 1 assessment but backed up with intrusive evidence.
A Type 3 fire risk assessment includes the work involved in a Type 1 fire risk assessment, and is also non-intrusive, but goes beyond the scope of the Fire Safety Order by considering the fire precautions, such as means of escape and fire detection, within at least a sample of flats. Access is normally gained into a sample of flats that are empty, as right of entry to flats for the purpose of assessments are limited under the RRFSO 2005.
Type 4 fire risk assessment has the same scope of work as a Type 3 fire risk assessment, except that there is a degree of intrusive inspection, on a sampling basis, into both the common areas and the flats. This is similar to a full compartmentation survey and is the most involved fire risk assessment type This should only be appropriate in exceptional circumstances – such as when a STAY PUT policy is thought to not be appropriate or other compartmentation action points have been brought up from previous assessments.
